Our Climate Action Plan
The Sustainable Tourism Empowerment Project (STEP) is Culture Tour’s community-centred initiative designed to break the poverty–climate change cycle by empowering vulnerable communities through sustainable tourism. As part of the organisation’s 2024 Climate Action Plan and aligned with the Glasgow Declaration, STEP provides skills training, supports cooperatives, incubates eco-tourism businesses, promotes low-impact tourism clusters, and offers microfinance for green projects. Its goal is to boost local incomes, strengthen climate resilience, reduce carbon footprints, and create fairer, more sustainable tourism systems despite limited funding. It is a holistic approach currently facing some hurdles.
Why the Scarcity of Data Slows Down STEP
The STEP project’s impact is hindered by the limited availability of reliable, localised data. Without accurate information on visitor flows, community needs, carbon emissions, spending patterns, or environmental pressures, it becomes difficult to design targeted interventions, measure progress, or demonstrate results to potential partners and funders. This data gap limits the ability to identify opportunities for community enterprises, track tourism leakage, manage overtourism risks, or monitor climate resilience outcomes. Ultimately, the lack of robust data weakens decision-making, slows the scaling of sustainable tourism activities, and makes it harder to secure the financial support needed to implement STEP effectively on the ground.
